Federal Ombudsperson, Ms. Fauzia Viqar, spoke at an awareness seminar organized by Virtual University on ‘Protection against Harassment’

On 22.11.2023 Virtual University organised an awareness seminar on harassment. The Federal Ombudsperson against Harassment, Ms. Fauzia Viqar attended as Chief Guest along with Dr. Syed Muhammad Anwar, Alim Judge Federal Shariat Court. Around 100 students and members of the faculty participated in the seminar.

In her speech to the audience Ms. Viqar explained the mandate of the Federal Ombudsperson Secretariat for Protection against Harassment (FOSPAH) and the intent of Parliament in creating this women led institution, namely, the need to have a gender sensitive designated forum which can expeditiously address the concerns of women. She stressed on the responsibility of organisations to prevent and address harassment by notifying a standing Inquiry Committee and by displaying the Code of Conduct at prominent places under the Protection against Harassment of Women at the Workplace Act, 2010 (2010 Act). Additionally, Ms. Meher Jamy, Law Officer FOSPAH informed the audience about the specific provisions of the 2010 Act, in particular about behaviours that constitute harassment and the 2022 amendments to the 2010 Act which now empower even students to file complaints of harassment. 

Dr. Syed Muhammad Anwar in his address emphasised the importance of persons speaking up against harassment and noted the duty of organizations to protect complainants from retaliation. He also stressed that in Islam both men and women are regarded as equals and as a society we must embrace this concept.

The seminar ended with a question answer session in which participants primarily inquired about the different manifestations of harassment and the actions that can be taken to rectify the existing gender gap in Pakistan.
